I have to say after reading the City Paper article and reading some of the post here on this site I feel for both the men and women. As married man I have heard my wife say she dresses down because she does not like the catcalls she gets to and from work. On the other for the fellas the places are limited now where a guy can rightfully try to pitch woo. For most people work and school are off limit and many guys don't like the artificial poisoned atmosphere of bars and night clubs, so the streets are it.
